SBMS Board Members are elected based on their skills to support the governance of the organisation. They meet regularly throughout the year to make decisions about future directions and monitor performance of financial management, compliance, quality and risk.

Sam Muscat has over 31 years of experience in Human Resources, Industrial Relations and as a Business Service Manager with comprehensive expertise in all aspects of HR/IR, staff development, business services, dispute resolution, advocates, IR advisor, representation at Fair Work Australia & WorkCover Tribunal, change management, training and finance & business management as well as having had extensive community involvement. He is also a Registered Justice of the Peace and the President of the Australian American Association Victoria.

Ross joined the Small Business Mentoring Service as a Business Mentor helping small business owners with business development, best practices, performance improvement, recruitment, planning, financials, goal setting, OHS and marketing. Ross held the position of Programs Manager prior to his appointment as CEO.
